What is this notice actually asking?
A Request for Evidence arrives written in dense administrative prose, with a hard deadline and no extension available, the worst possible moment to be unsure what is being asked. This translates it: what the officer wants, what kind of evidence responds, and whether it is routine or serious.
What this does not do. It will not draft a response or tell you what to argue. Responding to an RFE is legal work on a live matter, and NIWFile is not a law firm. Explaining what a document says is a different thing from advising you on it, and we stay on the explaining side of that line.
