Endeavor described at field level
The endeavor names a field rather than a specific, bounded undertaking.
Why it matters If any credentialed person in the field could make the same statement, there is no basis to find the waiver justified for you specifically. It also signals the plan has not been thought through.
Remedy Narrow to a specific project with a stated problem, approach and measurable outcome. One petitioner in the corpus turned an RFE into an approval by doing exactly this, framed as a clarification rather than a change.

why it matters
Same underlying record, opposite outcome to the denied neuroscience case, because the endeavor was narrowed from field level to a specific project. That single change is the most repeatable lesson in the corpus.

The 2-dependent / 2-independent split is the pattern to target: dependent letters speak to the petitioner's qualifications, independent ones to the endeavor's importance. They obtained them by approaching top-field professors they had never met, accepting two refusals along the way.
